Don Webb (Capt.) is retired from the Oregon Department of Public Safety Standards and Training (DPSST) with thirty years of service. He has accident investigation experience with military, municipal, county and state police agencies. He has testified in state and federal courts in Oregon, Washington, Nebraska, Illinois, Michigan, Virginia, and Florida and held a full- time faculty position at the University of Illinois - Police Training Institute, was an Adjunct Professor at Western Oregon University, a Guest Lecturer at Oregon State University - College of Engineering and Lewis & Clark College – Oregon Law Institute. Webb has taught over one thousand police officers and engineers in basic and advanced accident investigations and holds a bachelor’s degree from Southern Oregon University, a master’s degree from the University of Illinois and a Juris Doctor degree from Blackstone School of Law, Chicago, Illinois. He is accredited with the Accreditation Commission for Traffic Accident Reconstructionist (ACTAR). Webb has conducted researched in accident investigations, co-developed the “Crash Speed Calculator,” an analog computer for accident investigators. He was Director of National Highway Traffic Safety Administration grants, to write software for police crash investigators: Computerized Accident Reconstruction System, Crush Speed and Selective Traffic Enforcement System. Webb is published in a peer review journal.
